This Week's Albany City Commission Meeting Overview

On Tuesday, September 26, 2023, the City of Albany Commission met for its regular meeting. Below are some of the items that were voted on.

Grove Park Acquisition: Grove Park Inc. would like to gift Grove Park to the City, so that the City will own the park. If approved, the City Attorney will reach out to the owners and prepare the appropriate Deed for the gift.

o The Commission approved the resolution in a unanimous vote.

Sewer Dump Truck: This request is to purchase a 2024 model T880 Kenworth Dump

Truck from MHC Georgia Kenworth for $248,260.

o The Commission approved the purchase in a unanimous vote.

Sewer Vactor Truck: This request is to purchase a 2024 model T880 Kenworth Sewer

Vactor Truck from MHC Georgia Kenworth for a total expenditure of $681,965.

o The Commission approved the purchase in a unanimous vote.

Fire Department Ford Explorers: This request is to purchase two 2023 Ford Hybrid Utility Explorers for $43,445.00 each, and one 2023 Administrative Ford Explorer for $45,705.

o The Commission approved the purchase in a unanimous vote.

Website Upgrades: This purchase is for website upgrade, hosting, professional services, support, and training costs from Granicus, bundling all current services provided by Granicus into one yearly cost and upgrading our web services to offer more functionality to both staff and our citizens. The Government Experience Cloud platform includes OpenCities Content Management System, OpenForms, and Communications Cloud. The cost for annual maintenance will be year 1 $75,191.75; year 2 $43,159.20, year 3 $45,317.16, year 4 $47,583.02 and year 5 $49,962.17 for a 5-year total of $261,213.30.

o The Commission approved the purchase in a unanimous vote.

Gravely Mowers: This request is to purchase nine Gravely 60 in Pro Turn Mach 1 Mowers for $101,879.91. The new models will be replacing four units for Facilities Management and five units for Right-of-Way that are on the approved FY24 replacement list. The purchase with Potter Motor Co, Inc. will have a 5-year, 1500-hour Warranty, except wear items. This purchase will include semi pneumatic front tires to reduce flats and down time.

o The Commission approved the purchase in a unanimous vote.

Fleet Management Tire Shop: This project is for the construction of a tire installation

facility located at the Fleet Facility, 1312 Blaylock Street for a total cost of $419,000.

o The Commission approved the purchase in a unanimous vote.

Sweepers: This is to purchase three 2024 TYMCO model 600 Regenerative Air

Sweepers from TYMCO Inc., for $371,456.80 each for a total of $1,114,370.40.

o The Commission approved the purchase in a unanimous vote.

Harlem Revitalization Plan: The Harlem Revitalization Plan was created to guide the future development of the historic Harlem area. The Planning and Development Department hired the consulting firm TSW to develop the Harlem Plan because of their recent experience in Albany with the Downtown Master Plan. The Harlem area is significant because it historically served as the center for African American commerce and because of its association with the Civil Rights Movement. With the recently completed Transportation Center and the potential for private redevelopment on adjacent property, development pressures may increase in Harlem. The Plan will help guide development so it is cohesive and has community support.

o The Commission approved the resolution in a 5-1 vote.

Allocating funds to the Tennis/Pickleball Project: This is to request the allocation of $1.2 million for an outdoor tennis/pickleball center. Albany State University West site would be the desired location for the Tennis and Pickleball center, pending a conversation with President Fedrick for approval. Dougherty County has allocated 1.2M to the Tennis Court project. The City is proposing to match the County’s $1.2 million for an outdoor tennis/pickleball center.

o The Commission approved the resolution in a unanimous vote.

Hotel Gordon Due Diligence - Herald Building Update: CLRED is interested in executing a hotel development for the currently vacant property located at 207 Pine Avenue. Additionally, CLRED's Development team has expressed interest in the development and revitalization of the Rosenberg Herald site, situated at 126 Washington Street.
