Albany City Commission Meeting Overview – August 22nd

On Tuesday, August 22, 2023, the City of Albany Commission met for its regular meeting. Below are some of the items that were voted on.

TSPLOST I Existing Paved Alley Reconstruction List: Approving a list of alleys for TSPLOST I Reconstruction for approximately $5,000,000. Staff has identified a minimum of 6.38 miles of paved alleys that are rated as Poor Condition requiring either milling, resurfacing, base repair, new base installation, root intrusion repair, and infrastructure repairs or a combination of these corrective measures. The TSPLOST I funding allocated will only address approximately 2.7 miles of the 6.38 miles of the paved alleys that are currently being rated in poor condition.

o The Commission approved the resolution in a unanimous vote.

2023 Edward Byrne Memorial Justice Assistance Grant: The Albany Police Department (APD) is requesting the City Commission’s approval to apply for the 2023 Edward Byrne Justice Assistance Grant for $102,564.00.

o The Commission approved the resolution in a unanimous vote.

TSPLOST II Intergovernmental Agreement with Dougherty County: Consideration of the T-SPLOST II Intergovernmental Agreement with Dougherty County. Unlike most items, this IGA is a matter submitted to referendum.

o The Commission approved the resolution in a unanimous vote.

Speed Table Construction: This project is for the construction of concrete speed tables in various locations throughout the City of Albany for a total cost of $441,627.39.

o The Commission approved the resolution in a unanimous vote.

Airport Master Plan: Authorizing the City to enter into contract with JViation, a Woolpert Company, to develop an Airport Master Plan for the Southwest Georgia Regional Airport for an estimated cost of $879,862.

o The Commission approved the resolution in a unanimous vote.

Service Line Material Inventory: All municipalities are required to submit a completed lead service line inventory to the U.S. Environmental Protection Agency (EPA) by October 16, 2024. The “New Revised Lead and Copper Rule” is an updated requirement of the federal Safe Drinking Water Act, and its goal is to identify unsafe levels of lead in drinking water in both public and private water supply lines. By completing this project, the City will be in compliance with the federal mandate that all water lines be tested for the presence of lead. The total expense would be $904,500.

o The Commission approved the purchase in a unanimous vote.

Merger of Albany/Dougherty Drug Unit and APD Gang Unit: This is to recommend that staff continue to meet with Dougherty County to move forward with the merger .

o The Commission approved the request in a unanimous vote.

FY 2024 Millage Rate: The current millage rate is 9.597. By adopting the rollback rate of 9.528, this will mark the ninth consecutive year that the City has adopted a rollback, an overall decrease of 4.6% during this time span.

o The Commission approved the ordinance in a unanimous vote.

• GEFA Application Request for Lead and Copper Compliance Service Line Inventory: Request for approval to submit an application for a GEFA Lead Service Line Grant, and if approved, accept the grant in the amount of $1.3 million to offset the Utility Operations FY24 operational expense budgeted ($1.3 million) to comply with the Lead and Copper service line inspection requirements.
