Dougherty County Appoints New Assistant County Administrator

Dougherty County Administrator, Michael McCoy, has ap-pointed a new Assistant County Administrator. Scott Addison, current Director of Solid Waste Management for Dougherty County, will begin the new position on Monday, April 29, 2019.

Addison has been serving as the Director of Solid Waste Management for Dougherty County since 2011. In his current position, he manages the operation of the county landfill in accordance with state and federal regulations, preparing and implementing a daily operation schedule. He supervises landfill staff, including selecting, training, assigning and evaluating work, as well as preparing short and long-term budgets, and overseeing expenditures exceeding $3 million annu-ally.

Under Addison’s leadership for Solid Waste, he successfully managed the Landfill Gas-to-En-ergy Project construction and operation with the Marine Corps Logistics Base (MCLB). In addi-tion, he has successfully managed consultants and contractors to complete permitting, monitor-ing and construction projects, as well as managing a cell construction project valued at approxi-mately $4 million. Overall, he has worked to increase revenues to make the Dougherty County Solid Waste Enterprise Fund more sustainable.

Prior to his role with Dougherty County Solid Waste, Addison served for five years as the Staff Engineering to the Project Engineer at Golder Associates, Inc. in Atlanta, Georgia. His primary duties included serving as a project manager, project engineer, and assistant project manager for various solid waste projects, including design, permitting, landfill gas management and construc-tion-related projects, among several other responsibilities.

During his tenure of managing the Solid Waste Department, he consistently demonstrated proficiency in numerous areas, but specifically, in problem solving and management. He’s a welcome addition to our management team and I’m confident he will continue to serve this organization and the community well in his new capacity.”

Addison holds a bachelor’s degree in Engineering, with a specialization in Environmental Engi-neering, from Mercer University. Certifications and memberships include Registered Profes-sional Engineer in Georgia; Certified Landfill Operator; Solid Waste Association of North Amer-ica (SWANA), Georgia Chapter Secretary (2018-2019); SWANA, Georgia Chapter Director (2017-2018); Dougherty County Risk Management and Safety Committee member; Dougherty County 2011 RIF Team Member; and Dougherty County Retirement Committee Member (2013-2014). He is also a 2017 graduate of Leadership Albany.
