Dougherty Commissioners Discuss GCAPS Future

Dougherty County commissioners skirted along the edges of problems associated with the commission’s troubled Georgia Civic Awareness Program for Students during their work meeting Monday morning, mostly addressing the program’s future in the county.
An altercation between County Commissioner John Hayes and Assistant County Administrator Mike McCoy during a recent GCAPS event in Savannah, and allegations of “inappropriate adult relationships” among chaperones during a previous trip to Washington, D.C., led Commission Chairman Chris Cohilas to call for a discussion of the future of the program.
