Retired Civil Servant David Rowland Receives Department of Navy Superior Civilian Award

Marine Corps Logistics Command Commanding General Maj. Gen. Craig Crenshaw recently presented David J. Rowland the Department of the Navy Superior Civilian Service Award in recognition of his outstanding work for his 23 years serving the Marine Corps Logistics Command and MCLB Albany.

Rowland served with distinction for more than 30 years with the Navy Office of General Counsel, as recognized in the award, receiving two Meritorious Civilian Service Awards in 2003 and 2005.  The award presented by Crenshaw is the highest that can be awarded at the Commandant of the Marine Corps level and was in recognition of Rowland's outstanding work.

Among other legal successes Rowland led in support of LOGCOM, he was recognized for his legal support in the awarding of more than $5 billion in contracts to support Marine Corps warfighters; the successful defense of a multi-million dollar groundwater contamination federal court law suit; and the successful resolution of the DON's largest employment discrimination class action case.

Rowland obtained his bachelor’s degree (magna cum laude) from the University of Georgia as well as his juris doctorate degree. He served in several positions throughout his career, including as assistant district counsel for the Army Corps of Engineers and several counsel positions with the Navy Offices of General Counsel at the Kings Bay Submarine Base, Mayport Naval Station, and the Naval Air Station in Jacksonville, Fla.

Rowland retired from federal service in January 2018 after having served as the LOGCOM Counsel for 17 years, with overall federal service spanning more than 38 years.

Rowland is a member of the State Bar of Georgia, Dougherty Circuit Bar Association, Easter Seals Board, and an active member of Porterfield Methodist Church. He and his wife Sue have two children, Julie and Jonathan.
