Dr. Carter has served as the Director of Academic Outreach for the College of Education and Adjunct Assistant Professor in the Education Administration/Educational Leadership and Policy Studies at Wayne State University (WSU) in Detroit, Michigan since 2012.  In this role, she was responsible for strategic enrollment management planning and overseeing the college-wide recruitment, retention, communication, and outreach for the college.

While at WSU, Dr. Carter founded the City-Wide Middle School Summit - a partnership between the WSU Federal Talent Search Program, Detroit Public Schools, and Visteon Corporation, which was designed to reduce the dropout rates of inner-city students.  She also created several innovative early college programs for urban K-12 public school districts.

Prior to joining WSU, Dr. Carter served as Curriculum and Faculty Development Associate and Assistant Director of Curriculum and Faculty Development at Bowling Green State University.  From 2004-2006, she served as the Director of Diversity and Multicultural Affairs at Georgia College.  In 2006, she became the Senior Director of Enrollment Services and Access responsible for strategic enrollment management planning, training and development, and grant writing for the division of Institutional Research and Enrollment Management.

Dr. Carter holds a Bachelor of Science degree in Biology from Siena Heights University, a Master’s degree in Educational Administration and Higher Education from Southern Illinois University at Carbondale and Doctorate of Philosophy degree in Higher Education Administration with a concentration in Educational Administration and Supervision from Bowling Green State University.
