The ICSC-Goldman Sachs (ICSC-GS) chain-store sales index rose by 0.3% for the week ending April 16, 2011 compared with the prior week on a seasonally-adjusted basis. Although the economic cross winds are stronger in recent weeks, consumers still are inclined to spend, largely as perceptions of the job market improves. Indeed, a poll released on April 18th by the Gallup Organization (and taken between April 7 and 11, 2011) found that Americans were more upbeat about the job market at any time since early September 2008.
